Appropriation of penalties and seizures

Subject to the express provisions of any statute relating thereto, every forfeiture not pecuniary which is incurred in respect of a summary conviction offence, or which may be enforced by the court, may be sold or disposed of in the manner directed by the court, and the proceeds of sale shall be applied in the like manner as if the proceeds were a penalty imposed under the statute on which the proceeding for the forfeiture is founded.
