Commercial activities by councils

Councils may undertake industrial, agricultural and other profit-making enterprises of whatever kind, provided that this is authorized by their by-laws and provided further that the profits are re- invested in the projects of the council, in which case, upon proof of such re- investment, such profits shall likewise be exempt from taxes
