Offences against rules punished summarily

All offences against any rule, regulation or by-law shall be prosecuted summarily and any magistrate may, where an offence has been duly proved against any person, upon application by or on behalf of any council and in lieu of imposing a penalty, make an Order compelling that person to do or abstain from doing any act or thing the doing of which or failure to perform which constitutes such offence.
