Proceedings by or against the council

All legal proceedings by or against any council shall be in the name of the council, but any complaint or information in respect of any offence against this Act or any by-laws, may be laid and prosecuted by any member of the police department and by any other person authorized by the council in that behalf, and all written letters and other communications shall be given, issued, sent or made by the authority of the Chairperson of the council.
