Common seal

Except where otherwise provided by law the common seal shall not be impressed on any document or paper whatsoever without an express order of the Council, provided that any authority given to the mayor to enter into an agreement or contract on behalf of the Council shall be deemed to carry with it an order to affix the common seal to such agreement or contract.
