Private money not to be mixed with Council money

No Officer of the Council shall keep or allow to be kept in the place of safe custody provided him any money except money belonging to the Council or such as by virtue of his office he is bound to receive and account for. If private money is found in a safe which is the property of the Council, it shall be liable to be credited to the revenue of the Council.
