Every registering officer shall on or before the 1st day of June in each year cause to be published a notice in Form 2 requiring every person other than a Commonwealth by birth, registration or naturalisation who may be entitled to vote at the election of a member of a Council to deliver or caused to be delivered to him on or before the 30th day of June his application to be registered as an elector.
