Admissibility in evidence of Council’s signed documents

All documents and notices whatever purporting to be issued or written by or under the direction of a Council and purporting to be signed by the Mayor or Town Administrator, shall be received as evidence in all courts of law, and shall be deemed to be issued or written by or under the direction of the Council, without proof unless the contrary be shown. Prosecutions to be instituted by Mayor or Town Administrator.
