Council may require owner to erect fence

(1) The Council may, by notice in writing to the owner of any land, require such owner, within a reasonable time specified in such notice, to cause a sufficient fence to be erected dividing the land from any adjoining street or to cause any fence dividing the land from any adjoining street to be restored, repaired or otherwise put in a proper state of repair. (2) An owner who makes default in complying with the requirements of any notice served upon him under this section is liable to a fine of fifty dollars for every day that the default continues after written notice thereof from the Council.
