General penalty

Any person who contravenes or fails to comply with any of these By-laws commits an offence and shall be liable on summary conviction, unless a special penalty for such offence be otherwise prescribed, to a fine not exceeding five hundred dollars or to imprisonment for a term not exceeding six months.
