Losses and deficiencies of stores in excess of one thousand dollars

In the case of loss and deficiency of stores where the amount exceeds one thousand dollars and is caused by fraud or negligence of an officer, the authority of the Minister of Finance is required. In all other cases the authority of the Council only is required.
