Sanctity of City Council documents, etc

Without lawful cause or the consent of the Council, no member of the Council shall show or expose to any person other than a member or remove from the Council offices or wilfully deface or destroy any document, record or book belonging to the Council. The Common Seal shall be kept in the offices of the Council and securely locked when not in use.
