Minutes of meetings

(1) The City Administrator or some other official deputed by him shall record the minutes of every meeting of the Council and shall keep them in a Minute Book. (2) The City Administrator shall, within seven days of every meeting of the Council, send a copy of the minutes of that meeting to the Ministry of Local Government. (3) A minute of the proceedings of the Council, or of a committee thereof, signed at the same or the next ensuing meeting by the person presiding at that meeting, shall be received in evidence, without further proof, in all courts and for all other purposes whatever. (4) Until the contrary is proved, every meeting of the Council or of a committee thereof in respect of the proceedings whereof a minute has been so made shall be considered to have been duly convened and held, and all members present at the meeting shall be considered to have been duly qualified.
