Physically incapacitated voters

If any voter is incapacitated by blindness or other physical cause from voting in the manner prescribed by these Regulations, he shall be allowed to bring along with him into the polling station a person of his own choice to mark the ballot paper on his behalf and to place the ballot paper so marked in a ballot box, and the name and number on the proper register of voters of every such voter whose ballot paper is so marked for him and the reason why it is so marked, together with the name of the person who marked the ballot paper on behalf of such voter, shall be entered on a list which shall be kept by the presiding officer.
