Costs

If the Court is of the opinion that the application or objection made by any person is without foundation or is frivolous, it may award costs to be paid by such person to the person resisting the application or objection. For the purpose of compelling the attendance of witnesses and for enforcing the payment of costs awarded as aforesaid the Court shall be deemed to be and have all the powers of a Court of Summary jurisdiction.
