Minister may raise loan

Notwithstanding the provisions of any other Act, the Minister is hereby authorized to borrow from the Government of Canada a sum not exceeding seven million nine hundred and four thousand Canadian dollars and a further sum not exceeding two million five hundred and seventy-five thousand Canadian dollars from any other source on such terms as may be agreed upon between the Minister and the lenders.
