Assessment upon failure to make return

Every person desirous of carrying on any trade or already carrying on a trade, who neglects or refuses to make an application for a licence or a prescribed return prior to the commencement or continuation respectively of any trade shall be assessed by the Board for the town in which such trade is or is sought to be carried on, to pay such fee as the Board may think fit upon the information available to it. 14
