When name of owner need not be inserted in summons, etc

In any information laid, summons or warrant issued or order made under section 24 of this Act, it shall not be necessary to insert the name of the owner of the property in respect of which any rate is due and unpaid if after reasonable inquiry it cannot be ascertained what is the name of the owner of such property or whether there is any owner of such property, but instead of the name of the owner of such property the words “the owner of”, followed by a reasonable description of the said property, may be inserted.
