All instruments to be submitted for Commissioners’ opinion

Any instrument purporting to be a conveyance or a transfer under section 71 or 72 shall be submitted to the Commissioners by the person liable to pay the duty for their opinion in terms of section 28, and the Commissioners shall express their opinion accordingly. 53
