Recovery of money received for duty

Every person who, having received money as or for any stamp duty, does not apply the money to the due payment of that duty or improperly withholds or detains it, shall be accountable for the amount thereof, and it shall be a debt from him to the State, and recoverable as such by the Commissioners.
