Recovery of penalties, etc

(1) Any penalty for an offence against or any sum of money due under this Act may be sued for and recovered by any Excise Officer upon summary conviction. (2) A magistrate shall have full power to hear and determine any information or complaint in the case of any such penalty or sum of money, or in the case of any forfeiture, whatever may be the amount or value thereof.
