Loss of spirits-power to grant relief in certain cases

The Comptroller may grant relief to any distiller who proves actual loss of spirits by reason of accident or malicious destruction of property, but no relief shall be granted unless the distiller has at the time of the loss entered the particulars thereof in his stock book, and has also on the discovery of the loss forthwith given notice thereof to the Proper Authority.
