Penalty for using unjust scales, etc

If any distiller, (a) provides, or uses or permits to be used, any insufficient, false or unjust scales, weights 27 and measures, for the purpose specified in section 39 of this Act; or (b) practises any device or contrivance by which any Excise Officer may be prevented from, or hindered or deceived in taking the just and true quantity, weight or measure of any package, he is liable to a fine not exceeding five hundred dollars and all such scales, weights, and measures shall be forfeited.
