Liability to distress of distillery apparatus, etc

For the purpose of recovering any penalty or forfeiture incurred by a distiller, all distillery apparatus (not being the property of the Government) used by the distiller for the purpose of his business, and spirits and materials for the manufacture of spirits in his possession or under his control, shall be deemed to be the property of such distiller.
