Report of Debates

(1) An official report of the proceedings, and of all speeches made, in the Senate shall be prepared under the supervision of the Clerk of the Senate, acting under such instructions as the President may from time to time give. (2) The report shall be published in such form as the President may direct, and a copy thereof shall be sent to each Senator as soon as practicable.
