Report of Debates

(1) An Official Report of the proceedings, and of all speeches made, in the House shall be prepared under the supervision of the Clerk, acting under such instructions as the Speaker from time to time may give. (2) The report shall be published in such form as the Speaker may direct, and a copy thereof shall be sent to each Member as soon as practicable.
