Except on the recommendation or with the consent of the Governor-General, to be signified by a Minister and recorded in the Minutes of Proceedings, the House shall not36 Belize Constitution (a) proceed with any Bill (including any amendment to a Bill) which in the opinion of the Speaker, makes provision for– (i) imposing or increasing or reducing or abolishing any tax, (ii) imposing or increasing any charge on the revenue or other funds of the country or for altering any such charge otherwise than by reducing it, (iii) compounding or remitting any debt due to the country; (b) proceed upon any Motion (including any amendment to a Motion) the effect of which, in the opinion of the Speaker, would be to make provision for any of the purposes aforesaid; or (c) receive any Petition which, in the opinion of the Speaker, requests that provision be made for any of the purposes aforesaid.
