Ship found light

If any ship or boat whatever is found within the limits of Belize with a cargo on board and such ship or boat is afterwards found light or in ballast, and the master is unable to give a due account of the port or place where such ship or boat has legally discharged her cargo, the ship or boat, with her guns, furniture, ammunition, tackle and apparel shall be forfeited.
