Boats alongside

No person shall, without the sanction of the Comptroller, go or remain alongside any ship in any boat or lighter for the purpose of landing cargo until due report of such ship has been made, and every person who acts in contravention of this section shall upon conviction thereof be liable to a fine not exceeding fifty dollars.
