Importer’s risk to unship goods

The unshipping, carrying and landing of all goods and packages, and the bringing of the same to the proper place for examination or for weighing, and the putting into and taking out of the scales after weighing, and the opening and closing of the same and the carriage thereof to any warehouse or customs area, shall be performed by or at the expense and risk of the importer.
