Onus probandi

If any ship, boat, aircraft, vessel, vehicle, animal or goods are seized for any cause of forfeiture under any customs law, and it is alleged that such ship, boat, aircraft, vessel, vehicle, animal or goods are not liable to forfeiture, the proof thereof shall be on the owner or claimant of such ship, boat, aircraft, vessel, vehicle, animal or goods.
