Penalty on breaking seal, lock, etc

If the proper officer of customs places any lock, mark or seal upon any goods taken from any warehouse or customs area without payment of duty on board any ship, and such lock, mark 63 or seal is willfully opened, altered or broken, or if any such goods are unlawfully removed from such ship, the master commits an offence and is liable to a fine not exceeding twenty thousand dollars.
