Penalty for non-compliance with law as to entry

Every importer, agent or other person entering any goods who fails to comply with the requirements of the customs law applicable to the goods entered by him shall be liable on summary conviction to a fine not exceeding twenty thousand dollars or three times the value of the goods, whichever is greater, or to imprisonment for a term not exceeding twelve months, or to both such fine and term of imprisonment, and in addition, all such goods in respect of which the offence was committed shall be forfeited.
