Minister may entertain claims

(1) The Minister may, notwithstanding, entertain claims which may be presented upon or against the property of any person dying intestate and without heirs or next of kin, founded upon equitable or moral grounds and make such provision and allowance therefrom as shall be considered fit. (2) Every provision or allowance made therefrom with the grounds for making the same shall be communicated to the National Assembly forthwith if it is at the time in session, or otherwise at its next session.
