Immunity

(1) No civil or criminal proceedings may lie against a member of the Committee for anything he may do or say or report in the course of the exercise or intended exercise of his functions under these Regulations. (2) No acts done or proceedings taken under these Regulation shall be questioned or invalidated on the grounds of the existence of any vacancy in the membership, or of any defect in the constitution of the Committee, or of any omission, defect or irregularity.
