Submission of Budget Estimates

(1) The Fund shall, in such form and by such dates as may be prescribed by the Financial Secretary, prepare and submit to the Minister, estimates of income receivable and the expenditure to be incurred during each financial year (including any supplementary estimates), and the Minister shall present the said estimates to the National Assembly with such amendments, if any, as he may consider necessary. (2) Except with the approval of the Minister, no further sum shall be expended in any financial year other than that provided in the estimates relating to such financial year.
