Allowing receptacle, etc., to remain on footpath, etc., longer than necessary

No person shall allow any receptacle, cart, carriage or other means of conveyance used for the purpose of removing night soil, filth or refuse to stand or remain on any highway, footway, pavement or path for any longer time than shall be actually necessary for the loading or unloading thereof.
