Power to repair or remove

Should the Keeper of the Cemetery be unable after diligent enquiry to find any person liable for the maintenance of a tomb, or grave, as referred to in By-law 16 hereof, he shall report the same to the Mayor of the Town Council, who shall forthwith proceed to repair or remove the same.
