Where the Senior Health Officer so requires, it shall be the duty of any owner of premises to provide all or any sanitary conveniences on his premises with fly-proof seats and with a guard-rail or other means of insuring automatic closure of the seat cover, of such construction, size and description, and in such position as may be required by the Senior Health Officer. 26 Public Health
