Conveniences to be properly kept

(1) The owner or occupier of premises shall keep all sanitary conveniences free from the entrance of storm water. (2) No owner or occupier shall use or permit to be used, a sanitary convenience as a place for storing food or agricultural implements or other articles, or to accommodate animals.
