Power of sale

Any matter or thing removed by a Local Authority in abating any nuisance under this Part may be sold by public auction, and the money arising from the sale may be retained by the Local Authority, and applied in payment of the expenses incurred by them in reference to such nuisance, and the surplus, if any, shall be paid, on demand, to the owner of such matter or thing if he establishes his claim thereto within 81 two years from the date of such sale, failing which such surplus shall become part of the fund of the Local Authority.
