Procedure where owner or occupier of property cannot be found

Whenever it appears to the satisfaction of the Local Authority that the person by whose act or default the nuisance arises, or the owner or occupier of the premises on which the nuisance exists, is not known or cannot be found, the Local Authority may at once execute such works as are necessary to abate the nuisance, and the cost of executing the same shall be a charge on the property on which the nuisance exists and shall be added to the property tax leviable on such property, Provided that in every such case as aforesaid, a statement of account showing the cost incurred by the Local Authority in executing the works shall be attached to the property tax account maintained by the Local Authority.
