Reference to time occurring in enactments, etc

Subject to the provisions of section 5, whenever any reference to a point of time occurs in any enactment, Act, proclamation, Order in Council, Order, regulation rule, by-law, deed, notice or other document whatever, unless it is otherwise specifically stated, the time referred to shall be deemed to be the time fixed by section 2 or such other time as the Minister responsible for home affairs may under section 3 have ordered.
