In exercise of the powers conferred upon me by section 91 of the National Institute of Cultural and History Act, as amended by the National Institute of Culture and History (Amendment) Act, 2003, I, MARK ESPAT, Minister responsible for Culture, do herby appoint the 1st day of September 2003 as the day on which the said Act shall come into force.
