Manufacture of scheduled substance prohibited

For the purpose of protecting the ozone layer, the manufacture of all scheduled substances is prohibited except where a licence is obtained for the purpose of research or academic instruction and in quantities not exceeding one kilogram of the substance in a 12-month period.
