No building or sites used for elimination of water

(1) No person shall, without the written permission of the Department, construct any building on a site that was formerly used for the elimination of waste. (2) No person shall, without the prior written permission of the Department, sell or offer for sale any building on a site that was formerly used for the elimination of waste.
