Nitric acid plants

No person shall cause or permit the discharge from, a nitric acid plant producing weak nitric acid, which is 30 to 70 per cent in strength, either by increased pressure or atmospheric pressure process, of more than 3.0 pounds of total oxides of nitrogen per ton of acid produced, maximum two–hour average, expressed as nitrogen dioxide.
