Loading of volatile organic compounds

All facilities for dock loading or unloading of petroleum products, with a vapour pressure of 5.0 pounds per square inch absolute or greater at loading pressure shall provide for submerged filling or acceptable equivalent for the control of hydrocarbon emissions.
