No person shall cause or permit the discharge of reduced sulfur into the atmosphere from any other industry, other than those referred to in regulations 8 to 16, which includes sulfur equivalent from all sulfur emissions, including but not limited to sulfur dioxide, sulfur trioxide and sulfuric acid, in excess of 10 per cent of the sulfur entering the process as feed.
