First certificate to be foundation of title to easements, etc

No easement, right or privilege in or over land equivalent to a legal estate in fee simple absolute in possession or to a legal term of ten years or upwards absolute shall be created unless a first certificate of title to the lands, estates or interests, to be General Registry 17 affected by the easement, right or privilege has previously been issued in respect thereof.
